1st Cattle Congress in Gensan: A SUCCESS!



The recently concluded 1st Cattle Congress held last February 20, 2012 at the Gensan Sports Center this city was a success! During the said event delegates, participants and guests from different regions graced the ocassion. The Federation of Cattle Raisers Association of the Philippines (FCRAP) officers and members, headed by Mr. Randy Favis and Hon. Eduardo D. Leyson IV were very proud of the turnout of the registration.

Agri-Pinoy Most Outstanding Irrigation Association

"Resolution Congratulating Napal-Conel Road Irrigators Association, Inc., under the leadership of Mr. Danilo Ea for Winning the Agri-Pinoy Most Outstanding Irrigation Association of Silway-Buayan RIS for the year 2012 in recognition of its efficient and effective performance in the operation and maintenance of its irrigation system."



The above resolution was passed and approved during the 78th Regular Session of 16th Sangguniang Panlungsod of General Santos City which was sponsored by no other than Hon. Eduardo D. Leyson IV. As what the good councilor had said during the session, Gensan is not only excelling in academics and sports but also in the field of Agriculture. Indeed Hon. Leyson IV was true because Gensan's NACORIA has been awarded as the Agri-Pinoy Most Outstanding Irrigation Association of Silway-Buayan RIS for the year 2012.

The irrigators from Gensan bested other Irrigators Association from all over the country based on the efficient and effective performance in its operation and maintenance of the irrigation system.

Present during the privilege hour of Hon. Ed Leyson IV were National Irrigation Administration Administrator - Madam Gina Lozano, NACORIA President - Danilo Ea and NACORIA Vice President - Abner Pastrana. They presented the huge check from the National Government worth Php 1,000,000.00.

NACORIA was recognized during the flag raising ceremony last February 13, 2012 at the Oval Basketball Court, this City.


For three (3) consecutive years, the irrigators association from this city has been adjudged as the number one IA throughout the Philippines.

NIA-IA Wet Season Sharing

Hon. Eduardo D. Leyson IV attended the NIA-IA Sharing Program for Wet Season for calendar year 2012 last February 3, 2012 at the Sarangani Highlands, Barangay Tambler, General Santos City. The said program recognizes the efforts of the Irrigators Association in terms of their commitment on ISF Collection as partners towards continuous development.



The sharing scheme takes effect every end of the season. For Dry Season, it is from January1 to June 30 while during Wet Season, it is from July 1 to December 31 every year.

Magandang Gensan!
I am honored and privileged to deliver a message on this special gathering especially for the new officers of Farmers Field School. I take this as a very important occasion because it is now the right moment to talk seriously on the future of our agriculture.
For the past years, we introduced and implemented various programs and projects. We did maximize our resources and tried our very best to improve the socio-economic situation in the country. However, we encountered a lot of problems along our way to industrialization. These, however, did not deter us from pursuing our dream for a better future.
We have aimed and worked hard for total industrialization hoping to be counted and at pace with other newly industrialized countries. Our commitment is relentless and without any hesitation. Together, our efforts will bear fruits not only for agriculture and industrialization but to sustainable development as a whole.
The farmers need seeds, fertilizers, and other farm inputs that are accessible and affordable. They need technology to hasten agricultural production. Facilities must be in place for their production and post-harvest needs. They also need help to protect the environment and be assured of their main source of survival.
We have been proud of being a country with rich natural resources. But we must admit now that due to overexploitation and continued abuse, these resources are depleting.
Our aspiration to be an industrialized and a fully developed country would stay as a dream if our agriculture remains to be backward. Thus we have to act now before we lose our chance to arrest the root causes of poverty.

Leyson IV were all united during the Graduation and Induction Ceremonies of the Farmer Field School on Corn (Season-Long Integrated Pest Management) held last January 18, 2012 at the Datu Balunto, Barangay San Jose, General Santos City.

First Beef Congress

The Federation of Cattle Raisers Association of the Philippines (FCRAP) will organize the First Beef Congress on the 72nd Foundation Anniversary of General Santos City, in celebration of the Kalilangan Anniversary on February 20 to 21, 2012 to be held at the General Santos City Sports Center.


In the said event, delegates from different regions across the country will join the 1st Beef Congress in the City of General Santos. To showcase the city's agricultural and livestock sector, farm tours are lined up to add spice to the said activity.

Grant of 2 heads Heifer Bulgarian Murrah Buffaloes in GenSan

Before the month of January ended, another resolution authorizing City Mayor Darlene Magnolia R. Antonino-Custodio to enter into a Memorandum of Agreement was passed and approved by the 16th Sangguniang Panlungsod.

The said agreement was made and executed by and between the Philippine Carabao Center (PCC), Department of Agriculture, represented by Dir. Benjamin John C. Basilio while the Local Government Unit of General Santos City is represented by no other than City Mayor Darlene Magnolia R. Antonino-Custodio.


The resolution was scheduled for urgency last January 31, 2012 and was sponsored by the Committee on Food & Agriculture which was chaired by Hon. Eduardo D. Leyson IV. The resolution was approved by the 16th Sanggunian of General Santos.

"RESOLUTION AUTHORIZING THE CITY MAYOR, HONORABLE DARLENE MAGNOLIA R. ANTONINO-CUSTODIO TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE PHILIPPINE CARABAO CANTER (PCC), DEPARTMENT OF AGRICULTURE IN REGARD TO THE GRANT OF TWO (2) HEADS HEIFER BULGARIAN MURRAH BUFFALOES IN FAVOR OF THE CITY GOVERNMENT OF GENERAL SANTOS."

With the above-mentioned resolution, PCC is mandated to propagate and promote the Carabao as a source of milk, meat , hide and draft purposes. On the other hand, LGU-Gensan has established its own breeding and production center where dairy production is one of its major component.
LGU-Gensan has been and is still committed to its agricultural development through livestock and dairy farming for the benefit not only of the farmers but also the people of Gensan.


Sinawal-Cabuay Communal Irrigation Project

During the 76th Regular Session of the 16th Sangguniang Panlungsod of General Santos City held last January 24, 2012, a resolution authorizing the city mayor of Gensan was approved.

The resolution was sponsored by the Committee on Food & Agriculture which was chaired by Hon. Eduardo D. Leyson IV. The said resolution was amended as:
" RESOLUTION AUTHORIZING THE CITY MAYOR HONORABLE DARLENE MAGNOLIA R. ANTONINO-CUSTODIO, TO ENTER INTO AN AMENDED MEMORANDUM OF AGREEMENT WITH THE NATIONAL IRRIGATION ADMINISTRATION (NIA) AND SINAWAL-CABUAY COMMNUAL IRRIGATORS ASSOCIATION, INC., IN REGARD TO THE IMPLEMENTATION OF SINAWAL-CABUAY COMMUNAL IRRIGATION PROJECT".

Dinner for a Cause

During the first consultative meeting held last January 5, 2012 at the Vice Mayor's Conference Room, Hon. Eduardo D. Leyson IV's Committee on Ways and Means sponsored the letter request of Fr. Giovanni Oncog, CP - parish priest of the Our Lady of Peace and Good Voyage (OLPGV).

Fr. Oncog's request was for a resolution waiving all city taxes in view of the "Dinner for a Cause" on March 3, 2012 to be held at the KCC Convention Center, this city. The said fund raising event by OLPGV is intended for the Catholic Mission to the Indigenous People (CMIP) of the Passionist Congregation and the upgrading of the sound system of OLPGV Church.

At the said consultative meeting, the chair manifested that OLPGV will be selling one thousand (1,000) pieces of tickets at a rate of Php 1,000 each. On the other hand, City Treasurer Rodilon Lacap also enlightened everyone present that there is a provision in the local ordinance which explains that there is an exemption to certain fund raising activities such as this event, that when the beneficiary is a charitable or religious institution, then no taxes are to be imposed on amusement. Mr. Lacap also added that a passage of a resolution is not necessary because the said event will be covered by the ordinance.

However, Hon. Bagonoc pointed out that it a resolution which is only an expression of sentiments and that it is the committee's sentiment to support the cause of the event initiated by the OLPGV Parish Priest. Hon. Casabuena also manifested her support for the said passage of the resolution which was later on amended as " Resolution Supporting the Dinner for a Cause of the Our Lady of Peace and Good Voyage through Rev. Fr. Giovanni Oncog, C.P., as a Fund Raising Project for their Mission."

Before the meeting was adjourned, Ms. Evangeling Doctor, representative of Fr. Oncog, once again manifested that they are grateful for the city council's support of the said Dinner for a Cause.

The said resolution was then scheduled for urgency the next session and was approved last January 10, 2012.

Request of the Philippine Red Cross to Cinemas

Last January 5, 2012, the first ever Committee Hearing for the year 2012 was held at the Vice Mayor's Conference Room sponsored by the Committee on Ways and Means of the Sangguniang Panlungsod. It was chaired by no other than Hon. Eduardo D. Leyson IV.

The committee discussed the "Resolution Requesting the Management of Cinema Houses at KCC Mall and Robinsons Place, all in General Santos City, to collect additional P1.00 for every ticket issued to movie goers, the proceeds thereof shall serve as aid to the Philippine Red Cross, General Santos City, Sarangani Province Chapter, Province Chapter starting December 2011 to December 2012".

At the hearing, Ms. Merlie Gludo informed the attendees that with the help of both cinemas, they were able to collect a huge amount from both Robinsons Place and KCC Mall from January to September 2011 with the same resolution. The said amount was confirmed by Ms. Gludo to be P310,270.00.

With some concerns being brought up, the chairman of the Committee, Eduardo D. Leyson IV manifested that Ms. Gludo has already shown him a passage of the previous resolution which authorizes to raise funds that any project of national agencies as long as it has coordinated with the Local Government Unit, then there will be no illegality surrounding the said resolution.

Atty. Taniegra added that the said resolution can be done because a resolution is just expressing the sentiments, not an ordinance that is actually penalizing. It is up to the above-mentioned cinemas whether to accept the said request and there is also no basis in forcing them to collect from the moviegoers.

Hon. Lourdes Casabuena, city councilor, ABC President and member of the Board of Directors of the Philippine Red Cross, manifested her undying support of the said request. On the other hand, Assistant City Treasurer Rodilon Lacap advised to just make a clarification to the public that it s not a local imposition but a voluntary contribution of the patron to the Philippine Red Cross.

The resolution was amended into Resolution Supporting the Request of the Philippine Red Cross to the Management of Cinema Houses, KCC Mall and Robinsons Place, subject to style, without time duration.

Members of the 16th Sangguniang Panlungsod who were present during the committee hearing were Hon. Lourdes F. Casabuena and Hon. Elizabeth B. Bagonoc.

With no further queries and concerns, the said item was ruled approved in the committee level. The amended resolution was scheduled for second reading the next session and was later on approved for third and final reading last January 17, 2012.
